Paraguay allows used vehicles, up to ten years old

Paraguayan law authorises the free importation of used vehicles of any origin and model with a maximum age of ten years, counted from the year of manufacture, under Ley 2018/02 as amended by Ley 2153/03. The corresponding prohibition sits in Ley 4333/2011, which bars importing used vehicles of any origin and model with an age greater than ten years, counted from the year of manufacture to the year of dispatch at origin.

Note the second half of that sentence. The clock runs to dispatch at origin, not to arrival, which means a vehicle close to the line should be shipped promptly rather than held.

The best machinery rule in the region: the same law authorises free importation of used agricultural machinery and used construction machinery of any origin, model or year of manufacture. No age limit at all on machinery, where the same law caps vehicles at ten years. For a buyer sourcing older equipment at Ritchie Bros. or IronPlanet, Paraguay is an unusually open door.

One per year, or you are a commercial importer

Paraguayan law provides that casual importers may only import one used car, or one used agricultural machine, or one used construction machine per year. Importing two or more of any of those categories in the same year classifies you as a commercial importer, with the obligations that follow under the tax and commercial codes.

This matters directly for how you plan. If you intend to bring in several vehicles, that is a commercial operation and should be set up as one from the start rather than discovered at the second container.

Paraguay is landlocked, so which port do I ship to?
