Because Romania and Bulgaria are both EU member states, vehicles arriving there are assessed under the same EU Combined Nomenclature as anywhere else in the union. Collectors' motor vehicles of historical interest fall under heading 9705, and the conditions set out by EU customs authorities are that the vehicle is in its original state without substantial changes to the chassis, steering, braking, transmission or suspension system, is at least thirty years old, and is of a model or type no longer in production.

Repair and restoration are permitted, and worn or broken parts may be replaced, provided the vehicle is preserved in its historically correct condition. Modernised or substantially modified vehicles fall outside it. Value-added tax rates and registration procedures are set nationally rather than at EU level, so those differ between the two countries and should be confirmed with an agent in whichever one you are importing into.

Are the VAT rates the same in Romania and Bulgaria?

No. Customs classification is set at EU level but VAT rates are national, and they differ between the two countries and change from time to time. We do not publish rates that may be out of date by the time you read them. Ask your customs agent in the destination country for the current figure.

Can I import into Romania and then move the car elsewhere in the EU?

Once a vehicle is properly imported and cleared into free circulation in one EU member state, moving it within the union is a different exercise from importing it. Varna or Burgas for Bulgaria?

Varna serves the north and east, Burgas the south. The right choice usually follows the inland destination rather than any difference in capability. Sailing frequency can also decide it, since neither port has the service density of the North European hubs.

Why do Black Sea sailings take longer?

Because services from the USA into the Black Sea generally involve transshipment in the Mediterranean rather than running direct. The container is moved between vessels, which adds time and introduces another handling point. That is exactly why the North European alternative is worth pricing alongside it.

Which US ports do you load from for this lane?

Should I ship a classic in an enclosed container to Romania?

For a valuable, restored or original car, yes. A sole-use or enclosed container means the vehicle is loaded once, secured properly, and not handled again until your port. Shared space is cheaper but involves more handling. On a car you cannot replace, the container is not where you economise.

How is a classic car secured for the crossing?

Loaded on its own wheels, braced with chocks and soft straps at the suspension or wheels rather than the bodywork, and blocked so it cannot shift. Where the straps attach is what separates a careful load from a damaging one, particularly on original paint and underside.

Can I ship two cars together to share the cost?

Is my car insured during shipping?

Carrier liability is not the same as insuring your car for its value. It is limited by convention and is not calculated on what the vehicle is worth. If the car is valuable, arrange marine cargo insurance for its actual value and photograph the vehicle thoroughly at collection and loading.

What if the auction has not released the title?

Frequently. Agricultural and earth-moving equipment is commonly required to arrive free of soil and plant material because of pest and disease controls, and this applies across the EU. Steam cleaning before loading costs little against the risk of a machine held at the port for cleaning at your expense.

What US export paperwork do you handle?

We handle the US side, including the filing in the Automated Export System, known as AES or EEI. You provide the title or equivalent ownership document and the bill of sale. Import duty, VAT and clearance are handled at destination by your customs agent, and we supply the documentation they need.

Do you handle customs clearance in Romania or Bulgaria?

No. Destination clearance is done by a licensed customs agent in that country, and registration is a separate national process.
