Finnish duty, VAT and car tax
Finland is in the EU, so a used passenger car arriving from outside the Union normally attracts 10 percent customs duty on the customs value, then Finnish VAT. The standard Finnish VAT rate rose from 24 percent to 25.5 percent on 1 September 2024, and that is the rate to budget with unless something has changed since.

This is a separate charge from duty and VAT and it is the one most American buyers forget.
