Ship a car, container or cargo from the USA to Macau

A free port for cargo. For vehicles, one of the strictest import bans anywhere.

Macau is a small market with one very large rule in the middle of it. The import and registration of used motor vehicles is prohibited outright by law, not restricted or taxed heavily, but banned. That single fact decides almost every vehicle inquiry we get for Macau. For general cargo, Macau is a free port and the position is far more relaxed, with only alcohol and tobacco carrying tax on entry.

Short answer. For general cargo, yes. Macau is a free port and only alcohol and tobacco carry consumption tax on entry. For a used car, no. Chief Executive Dispatch 45/2019 prohibits the import and registration of used motor vehicles, used chassis and used engines in Macau. A vehicle already registered abroad counts as used unless it was deregistered within 30 working days of first registration and imported within 180 days of that. A normal American used car cannot meet that.

The used vehicle ban, in the law’s own words

This is the rule that governs everything else. Chief Executive Dispatch 45/2019, paragraph 1, prohibits the import and registration in the Macao SAR of used motor vehicles, used chassis and used engines. It is a prohibition, not a restriction.

The definition of "used" is broader than most people expect. Paragraph 3 treats a vehicle as used if it shows strong signs of prior use, or if it was already registered in another country or region before import. That second limb catches virtually every American car, because a US car has a title and a registration history.

There is one narrow way out of the definition. A vehicle is not treated as used where the country of origin requires registration and then cancellation before export, and the interval between the two is short. That interval is now 30 working days, under Chief Executive Order 63/2026, effective 27 April 2026, which replaced the 10 working day figure in the original dispatch. The vehicle must then be imported into Macau within 180 days of deregistration.

Read that against a real American car. You would need a vehicle that was titled and registered in the United States for under six working weeks, then had that registration formally cancelled, then shipped and landed in Macau inside 180 days of the cancellation. That is a dealer moving an essentially new car, not a used car purchase.

On top of that, the import permit application for a vehicle previously registered abroad requires a clear copy of the deregistration proof from the country of origin, and for the United States the requirement is official certificates showing the full registration and cancellation record.

Put plainly. If the car you are thinking of has been owned and driven by anybody, Macau will not register it. Do not buy it, and do not ship it on the hope that the rule bends. Breaching the prohibition is treated as an irregular foreign trade operation, and any registration improperly granted is cancelled.

The exceptions, and what they actually cover

Paragraph 2 of the dispatch sets out an exhaustive list of exceptions. They are narrower than they first sound:

Notice what these have in common. The sports, cultural and exhibition categories do not produce a normal road registration, and the construction machinery category is explicitly temporary. There is no route here that gets a used American car onto a Macau road permanently.

Separately, heavy passenger vehicles, meaning buses, are prohibited from import and registration altogether, with exceptions only for the public administration, officially recognized schools, travel agencies and hotels rated three stars or above, public transport concessionaires, and certain social and funeral service providers.

There is no classic or vintage vehicle category. We looked. The dispatch contains no classic, vintage or historic class and no age-based exemption, and we found no dedicated registration class or tax concession for old vehicles anywhere in Macau law. An old American car is simply a used vehicle, and used vehicles are banned.

If you do have a qualifying new vehicle: tax and process

For the narrow case of a genuinely new or near-new vehicle, here is how it runs. Three separate authorities are involved and the order matters.

1. DSAT type approval. The Transport Bureau approves the brand and model before anything else moves. Decision within 15 working days of complete documents. Approval fee MOP 9,600 for cars, plus MOP 960 stamp duty. Valid five years.

2. DSAT vehicle import permit. Processing three working days. Customs clearance must be completed inside the permit’s validity, and the permit cannot be amended. If something is wrong it has to be cancelled and applied for again.

3. Macao Customs. Clearance at a customs station.

4. DSAT registration and inspection. Cars are inspected at the Taipa Vehicle Inspection Centre, motorcycles at Coloane. New vehicles need an online inspection booking at least a day in advance, and registration inspection must be applied for within 10 days of getting the trial plate. Registration fee MOP 9,600 for a light car. Vehicle licence tax follows within five working days.

5. DSF motor vehicle tax, declared on Form M/4 within 15 days of the taxable event.

The tax itself. Rates were replaced in full by Law 14/2015. For automobiles, by tax value in MOP:

Tax value (MOP)Effective rate
Up to 100,00040% average
100,000 to 200,00050% bracket rate, 46% average
200,000 to 300,00080% bracket rate, 60% average
300,000 to 500,00090% bracket rate, 72% average
Above 500,00072% average

The taxable value is not your invoice. It is fixed by the Motor Vehicle Tax Valuation Committee regardless of the actual selling price, and reviewed every six months. New vehicles meeting the environmental emission standard get a 50% reduction, capped at MOP 60,000.

One more limit worth knowing before you plan anything: an individual may apply to import only one vehicle every six months, and DSAT may refuse an import where the applicant already has enough registered vehicles or cannot show dedicated parking.

Emissions: good news for US vehicles

This is the one place where American specification helps you in Macau. Administrative Regulation 1/2012 governs the exhaust standards a newly imported car must meet, and its Annex I was replaced by Chief Executive Dispatch 81/2019, in force from 21 May 2019.

For light vehicles with a reference mass up to 2,610 kg, Macau accepts any one of: Euro VI, United States Tier 2 Bin 5 for light-duty vehicles, light-duty trucks and medium-duty passenger vehicles, Japan’s 2008 regulation, or China’s Stage 6a standard.

For heavy vehicles it accepts Euro VI, US heavy-duty standards from 2007 model year for diesel and 2008 model year for Otto-cycle engines, Japan’s regulation, or the Chinese standards.

So a US-certified vehicle can meet the Macau emission requirement on its US certification. That removes one barrier. It does not remove the used vehicle ban, which is the barrier that actually matters.

Left-hand drive: we could not get a straight answer

We are going to tell you exactly what we found and exactly where it stopped, because this is the question every US exporter asks and we would rather be useful than confident.

What is confirmed: DSAT’s own official type approval technical specification form for cars, Mod. 024/DV, contains a steering wheel position field with two options, left-hand drive and right-hand drive. The form contemplates and records both.

What we could not confirm: no official page, dispatch or regulation we could reach permits, restricts or prohibits the registration of a left-hand drive vehicle in Macau. The Vehicle Inspection Regulation treats the steering wheel only as a mechanical inspection item and sets no position requirement. The import permit page, the type approval page and the registration page are all silent on it. Macau’s Road Traffic Law and Road Traffic Regulation could not be retrieved in full, so a provision inside those texts cannot be ruled out.

Macau drives on the left, as Hong Kong does, which would ordinarily point toward a right-hand drive expectation. But we did not find the rule, so we are not going to assert one.

What to do about it. If you have a vehicle that genuinely clears the used vehicle ban, get written confirmation from DSAT on steering position before you ship. DSAT can be reached at info@dsat.gov.mo or +853 8866 6363. Do not rely on this page, or on anyone else’s page, for that answer.

General cargo: a real free port

Away from vehicles, Macau is simple. The Macao Yearbook describes Macao as one of the two international free ports in China and a separate customs territory with one of the lowest tax regimes in the region.

The only goods carrying consumption tax on entry are alcohol and tobacco:

Both run under a tax prepayment regime applied for through the Economic and Technological Development Bureau.

The declaration. A customs declaration is required where the goods are valued above MOP 5,000, where the consignment is part of a larger trade transaction, where the goods need a prior permit, or where health or plant quarantine applies. For imports, the documents go to the customs station on the day the goods are collected. There is no fee, and Macao Customs pledges to complete import declaration formalities within four minutes.

There are nine customs stations, most open 24 hours, including the Outer Harbour, Inner Harbour, Ka-Ho in Coloane, the airport, the Zhuhai-Macao Cross-Border Industrial Zone, Hengqin Port and the Hong Kong-Zhuhai-Macao Bridge station.

Licences come from different bodies depending on the commodity, which catches people out. Alcohol and tobacco from the Economic and Technological Development Bureau. Motor vehicles from DSAT, not from the trade bureau. Medicines and chemicals from the Pharmaceutical Administration Bureau. Radio and navigation equipment from the Post and Telecommunications Bureau. Weapons and explosives from the Public Security Police. Live animals, plants, meat and food from the Municipal Affairs Bureau.

Wood packaging. We found no official Macau page stating an ISPM 15 requirement for wood packaging, and none stating an exemption. We searched the customs, municipal affairs and food safety sites in both Chinese and English. We are not going to claim a position either way. Ask the Municipal Affairs Bureau directly, and in the meantime most US exporters treat and mark as standard practice.

Getting a container to Macau at all

This is worth planning around. Macau has two container terminals, which the Marine and Water Bureau confirms have spare throughput capacity. The Ka-Ho terminal is in Coloane. Cargo at both the Inner Harbour and Ka-Ho is handled using moored barges.

The Inner Harbour cargo piers hold licences permitting only general cargo not handled by container, and operators there were required to bring their operations into line by 30 June 2022, switching to cargo cages or bulk handling or moving their container business to the two container terminals.

What we could not confirm: berth depths, maximum vessel size, TEU capacity, or whether Macau has any direct deep-sea ocean service. No Macau authority page we could reach describes how ocean containers actually reach Macau. You will see other websites assert that everything transships via Hong Kong. That may well be right, but we could not source it, so we are not stating it as fact. We will tell you the actual routing when we quote your specific shipment, because that comes from the carrier’s schedule rather than from a government page.

Macau questions, answered

Vehicles
Can I ship a used car to Macau?

No. Chief Executive Dispatch 45/2019 prohibits the import and registration of used motor vehicles, used chassis and used engines in the Macao SAR. This is an outright prohibition, not a restriction or a tax. Importing in breach is treated as an irregular foreign trade operation, and any registration improperly granted is cancelled.

My car is nearly new. Does that count as used?

Probably yes, but there is a narrow window. A vehicle already registered in another country counts as used unless the country of origin requires registration and cancellation before export and the interval between them is short. Under Chief Executive Order 63/2026, effective 27 April 2026, that interval is 30 working days, and the vehicle must be imported into Macau within 180 days of deregistration. You would also need official US certificates showing the full registration and cancellation record.

What about a classic or vintage car?

There is no classic, vintage or historic vehicle category in Macau law. Dispatch 45/2019 contains no age-based exemption, and we found no dedicated registration class or tax concession for old vehicles. An old American car is a used vehicle, and used vehicles are prohibited.

Are there any exceptions to the ban?

Yes, but they are narrow and mostly do not produce a normal road registration. They cover diplomatic vehicles, vehicles and engines for sports competitions or cultural events limited to approved times and routes, heavy goods vehicles and industrial machinery for special work on a temporary import basis with a foreign inspection certificate less than six months old, remanufactured engines, and vehicles intended solely for exhibition.

How much is motor vehicle tax on a new car?

For automobiles the average effective rate runs from 40% on a tax value up to MOP 100,000 to 72% above MOP 500,000, under the rate table introduced by Law 14/2015. Crucially, the taxable value is not your invoice price. It is fixed by the Motor Vehicle Tax Valuation Committee regardless of the actual selling price and reviewed every six months. New vehicles meeting the environmental emission standard get a 50% reduction capped at MOP 60,000.

Will my US emission certification be accepted?

Yes, for the emission requirement specifically. Chief Executive Dispatch 81/2019 lists United States Tier 2 Bin 5 as an accepted standard for light vehicles, alongside Euro VI and the Japanese and Chinese standards, and US heavy-duty standards from the 2007 model year for diesel. That removes the emission barrier. It does not remove the used vehicle ban.

Can a left-hand drive car be registered in Macau?

We could not confirm it either way, and we are not going to guess. DSAT’s own type approval form records steering wheel position and offers both left and right as options, but we found no published provision permitting, restricting or prohibiting left-hand drive registration. Macau’s Road Traffic Law could not be retrieved in full, so a provision there cannot be ruled out. Get written confirmation from DSAT at info@dsat.gov.mo or +853 8866 6363 before shipping.

How many vehicles can one person import?

An individual may apply to import only one vehicle every six months. DSAT may also refuse an import where the applicant already has enough registered vehicles in their name or cannot show dedicated parking for it.

General cargo
Is Macau really duty free?

For general cargo, essentially yes. Macao is a free port and a separate customs territory. The only goods carrying consumption tax on entry are alcoholic beverages of 30% volume or more, at 10% of CIF value plus MOP 20.00 per litre, and tobacco. Motor vehicles are taxed separately under the motor vehicle tax.

When do I have to file the customs declaration?

A declaration is required where the goods are valued above MOP 5,000, where the consignment is part of a larger trade transaction, where a prior permit applies, or where health or plant quarantine applies. For imports, the documents must be submitted to the customs station on the day the goods are collected. There is no fee.

Who issues import licences?

It depends entirely on the commodity, and it is not one agency. Alcohol and tobacco come from the Economic and Technological Development Bureau. Motor vehicles come from DSAT, the Transport Bureau, not the trade bureau. Medicines and chemicals come from the Pharmaceutical Administration Bureau, radio and navigation equipment from the Post and Telecommunications Bureau, weapons and explosives from the Public Security Police, and live animals, plants, meat and food from the Municipal Affairs Bureau.

Does my wood packaging need ISPM 15 treatment?

We could not confirm it. No official Macau page we could reach states an ISPM 15 requirement for wood packaging, and none states an exemption. We searched the customs, municipal affairs and food safety sites in Chinese and English. Ask the Municipal Affairs Bureau directly. Most US exporters treat and mark as standard practice regardless.

How does a container physically get to Macau?

Macau has two container terminals, one of them at Ka-Ho in Coloane, and cargo at both the Inner Harbour and Ka-Ho is handled using moored barges. The Inner Harbour piers are licensed for general cargo not handled by container. We could not confirm berth depths, vessel size limits or whether Macau has any direct deep-sea service, so we will tell you the actual routing from the carrier schedule when we quote your shipment rather than repeat a guess.

Working with us
Will you ship a used car to Macau if I ask you to?

No, and we will explain why rather than just decline. The import and registration of used vehicles is prohibited by Macau law, so the container would land and the car could not be registered. Breaching the prohibition is treated as an irregular foreign trade operation. We would rather lose the booking than take your money for a shipment that cannot succeed.

Do you ship single boxes or share a container?

No. We ship full containers only. The container is yours and you fill it with your own cargo. We do not place one customer’s goods in with another’s, and we do not take part loads, loose items or single boxes.

Where this came from. Every rule above was checked against the issuing authority on 22 October 2026. Import rules in this region change often, so check the source before you commit money.
